General Board / Civil Procedure - Amended Pleadings

In my civil procedure class, we have just finished our discussion on amended pleadings, and the "relation back" provision has given me some trouble. For example, is A sues B for breach of contract, but then 3 years later wants to sue for a negligence claim, what would be the process of analyzing this issue? Relation back is governed by Rule 15(c), but would you also need to consider Rule 15(a) in this analysis?
