YOu shouldn't go to a school expecting to be able to transfer.  In most cases people aren't able to get the transfer they were hoping for.  Since you want to be in California, I think the easy answer is Southwestern.

You can't take LSN as scientific gospel.  The error in the data is that you don't know how many prospective students were aware of LSN in the prior year compared to the current year.  What in fact could be happening is that a higher percentage of students who applied to AU are aware of the web site and that can explain the larger number of both applicants and acceptances.

You'd put Wake first given a stated desire to work in or around DC?

I think it's a better option for OP than AU and I think it's something to consider since GMU FT isn't an option as of yet.

What are you hoping to study/do?  There's obviously a reason you applied to all of these schools in particular, right?  What kind of school environment are you looking for (try thinking about this stuff: location, size of classes, student to faculty ratio, costs, what types of employment do students go into at the different schools, and what is the percentage of students with jobs at graduation)?

I would probably be ranked Wake, GMU FT, AU

From what I've heard (and I had a couple of friends who just graduated from GW), don't plan on being able to go out to Cali being ranked in the top 50% (even if it's IP), you will probably need to be closer to the top 25%.  I would say since you're not looking to stay on the east coast, then it is probably a coin toss between the schools, but that scholarship (especially if it's $15,000/year) is almost too hard to pass up.
