Wait List / priority waitlists

Do all law schools have a priority waitlist... and if so what is the point. Northeastern and St. John's placed my application on their waitlists. I'm not really feeling the whole St. John's thing, but I'd love to do public interest law at Northeastern. What's the point of waiting around and sending so much $$$ to Duquesne if these schools have priority lists that I'm not on... in other words, are they just screwing me around?
