Where should I go next fall? / Penn v. Columbia International Law

Interested in International work both human rights and business, specifically the Middle East if that makes a difference.  I don't mind Philly, especially with COL so low.  Does anyone have any thoughts? I've heard that both have great programs/course work in the area, but was wondering if anyone could fill in any highlights or details of each that might be helpful with my decision.

I have a sense that Penn is a little more highly regarded, but with a little preference towards chicago as a city does anyone have any thoughts about the pros and cons of each? Ramifications job wise, quality of life, etc. I also hear that the student pop at N'Western is generally older, not necessarily a plus in my eyes as I'm only 1 yr out of undergrad...

Do these add up enough to sway decision to Penn or stick with N'Western? Also does admit to Penn provide any leverage for getting $ from them?

Acceptances / ASU + Scholarship vs. T14

I Feel as though this might be a common conflict with many, what would anyone's advice be in deciding between a decent state school (Arizona State) + full tuition scholarship vs. T14 such as Northwestern, Penn, Chicago...

Other Factors:
Not dedicated on staying in Az, but not opposed to it.
Two main interests post- J.D. are with international law and/or sports law (management/general counsel side)
