Law School Applications / Handing out Scholarships

I was curious what others thought about this:
If a state school with limited scholarship money is in the middle of handing out scholarships to accepted students, does it matter whether or not a student has already accepted the invitation? Would a school be less likely to hand out a scholarship to a student that they already know will be attending (ie scholarship money is used to draw particular students to the school)?
