This is the only question I got wrong on that section and I still can't figure it out.

Your opinion/advice would be greatly appreciated:
I blew in on the September test. Practice tests were around the high 160s to mid 170s and I scored much lower than that. I am shooting for the stars--Harvard, Yale, Columbia, NYU, etc. I registered for the December test to try and improve my score, should I submit my applications with an addendum saying I'll be retaking the test or should I wait? Thanks.
