Where should I go next fall? / money vs ranking

If you plan on practicing in the North Eastern region (mainly D.C), which school would you pick?
Univ Maryland (with no scholarship) or Howard Univ (with tution paid off for the next three years). I am URM.

For those not familiar with the schools,
Scholarship at a lower school (Howard) or no money at a higher ranked (UMD ranked 42)? please help, im going crazy trying to decide lol.

Which school would you pick or not pick if you had a choice between those schools, please explain why or why not when giving a response. I do like to practice in the D.C area. I am URM (if you are wondering about Howard lol). Thanks in Advance.
