2L job search / Post Call-Back: How are you notified?

So, I had my first call back last Monday and they told me that the hiring committee meets on Mondays (just not last monday) so I would know by this Friday.
No phone call = no offer, right?
Do they call to make an offer? I got a call back offer in the mail, so is it crazy to think that maybe...just maybe...there will be an offer in the mail? Or, should I just come to terms and realize that the letter in the mail is just a ding?
