I've said this before in a different thread. But never planned to transfer if I kept my class rank up at GMU. It was more of a "oh my god what if I don't do as well this semester and don't make law review" security blanket (and hey, that worked out well...not). So yeah, going to have to study now
For me personally, I want to work in DC, likely for the gov't and I have a nice scholarship. I see no reason to transfer from GMU to GULC where I'd have similar prospects at OCI (assuming top 5-10% at GMU) and wouldn't have to awkwardly explain why I transferred. However, I have less of a reason to transfer already being in DC than someone who is not in the region already, so if you transfer to GULC from the midwest or west coast you would have an easier time explaining why the transfer.
At the end of the day it probably depends on how happy you are at your school and what your career goals are. Sure being top 5% at GULC is better than top 5% at a T30, but being on law review and top 5% at a T30 may be better than being top 1/3 or 1/2 at GULC and not being on a journal.
