Title: "Dear _______ School of Law"?

Is an opening like this necessary in PS's? Does it look better for the school?

Absolutely not.  Keep in mind this is a personal statement, not a plea for admission that requires an addressee.

Putting that in your personal statement would take away from it rather than add to it. There are plenty of other ways of targetting your PS to a particular law school. Remember this is an essay not a letter.
