No, that's unusual.  You should call them and ask them why they're moving so fast and completing you immediately.

The correct answer is yes(ish).

The only thing I could find online was Toby's Blogs from late in last cycle (one was from April) saying anyone STILL Under Review would either be denied or waitlisted.  I couldn't tell if that was only the meaning of Under Review later in the cycle or if it always meant that.
