Justify the Conclusion Question Type

In "Justify the Conclusion" questions, is it possible for an answer choice to be incorrect because it is "out of scope"?
I understand that "outside the scope" can be applied to assumption questions when crossing out wrong answer choices, but I'm not sure about justify the conclusion questions.

I don't see why not. The test makers could throw in an answer choice that is way in left field in terms of scope relative to the problem. In those types of questions you are really looking for the missing link to ensure that the conclusion is proven. An answer choice that is out of scope would probably be fairly easy to discern as incorrect when dealing with justify problems specifically IMO.

The correct answer is one that will automatically produce by necessity the conclusion.  There is nothing else to say about JTC questions and I don't know why scope would become an issues in a question that relies on functional validity.
